What is BAECP--FWP?
The Burlington Atomic Energy Commission Plant--Former Worker Program (BAECP--FWP) is a project being carried out by the University of Iowa College of Public Health and funded by the U.S. Department of Energy (DOE). In 1993, Congress passed Public Law 102-484. Section 3162 of this law required DOE to evaluate the long-range health conditions of current and former employees who may be at risk for health problems as a result of their employment at DOE sites, including the Iowa Army Ammunition Plant near Burlington.

What are the goals of this project?

  • To identity all the Line 1 workers with employment histories spanning any time period between 1947 and 1975.
  • To determine what substances and what occupational hazards workers may have been exposed to in the production of atomic weapons at the Middletown plant.
  • To identify and then prioritize the health concerns and occupational hazards of this group of workers.
  • To develop a plan, based on the results of the discussions and questionnaires, for possible further medical screening.

How will this project benefit former workers?
By participating in a discussion group or by filling out a health assessment questionnaire, the former worker will benefit by helping the project to determine if there are any potential health risks for him or her and other former IAAP workers. Former Workers may also use the results of their medical screening to substantiate claims for compensation.

Who is eligible to participate in this project?
Individuals who worked for the AEC in atomic weapons manufacture on what was known as Line 1 are eligible to participate in this project. Line 1 operated from approximately 1947-1975, and consisted primarily of atomic weapons assembly and disassembly. Other workers who had access to Line 1, such as guards or maintenance workers, are also eligible. Next of kin may fill out a health assessment questionnaire for their deceased spouse or relative.

Is there a cost for participating in this program?
Participation in this program is voluntary and there is no cost for program enrollment.

How can I get my medical records?
Request to obtain medical records forms are provided below. Use the UIHC form to request your records from the University of Iowa Hospitals and Clinics. Use the General Form to request your medical records from another hospital or Doctor. Although affiliated with the University Hospitals and Clinics, our project does not automatically have access to your medical records. You must request them and forward copies to us. Please retain a copy of your records.
