Dr. Phillips is a clinical informaticist and biostatistician with the Iowa Health System (http://www.ihs.org/), performing studies in clinical performance improvement for their corporate offices and nine hospitals in the midwest. These studies include measures of utilization and clinical performance, addressing topics of heart failure, AMI, pneumonia, stroke, health literacy, behavioral health, and others.
Prior positions include: Medical Research Consultant with Wellmark Blue Cross and Blue Shield of Iowa (1990-2000), Director of Research and Health Policy with the Iowa Foundation for Medical Care (1985-1989), and Director of Data and Health Information Systems with the Health Policy Corporation of Iowa (May 1980-1985).
